EFFECTIVENESS OF NARCOTICS CONVICT GUIDANCE AT CLASS IIA BEKASI PENITENTIARY IN THE PERSPECTIVE OF MODERN CORRECTIONAL SYSTEMS
Abstract
This study aims to analyze the effectiveness of drug inmate rehabilitation at the
Bekasi Class IIA Penitentiary from the perspective of a modern correctional
system, and to identify obstacles affecting its implementation. The approach
used is empirical juridical by examining laws and regulations and field
rehabilitation practices. The results of the study indicate that drug inmate
rehabilitation has not been fully effective in realizing the goals of the modern
correctional system, namely rehabilitation and social reintegration. This is
caused by several factors, including limited professional and trained human
resources, suboptimal facilities and infrastructure supporting rehabilitation,
rehabilitation methods that are not based on individual prisoner needs, and the
lack of integrated cooperation with related agencies on a sustainable basis. In
addition, the still low participation of prisoners in the rehabilitation program is
also a constraint. Therefore, it is necessary to update adaptive rehabilitation
strategies, based on a rehabilitative approach, and strengthen synergy between
institutions to increase the effectiveness of rehabilitation in accordance with the
principles of a modern correctional system.
