Abstract

Drug abuse poses a significant threat to Indonesia's youth, impacting health, social stability, and economic productivity. The National Narcotics Agency (BNN) has initiated the STOP DRUGS campaign to combat this issue, leveraging mass media to increase public awareness and promote preventive measures. This study analyzes the regulatory framework governing the role of mass media in drug abuse prevention and evaluates the effectiveness of media in supporting BNN's DRUG STOP program. Employing a normative juridical approach and a case study of BNN's campaign, the research examines key regulations, such as Law No. 35 of 2009 on Narcotics, Law No. 32 of 2002 on Broadcasting, and Presidential Instruction No. 6 of 2018, which mandate media involvement in anti-drug campaigns. Findings reveal that mass media, including digital comics, social media platforms like REAN.ID, and traditional outlets like radio, play a strategic role in disseminating anti-drug messages, particularly to vulnerable youth. However, challenges such as limited budgets, inconsistent content quality, and inadequate digital content oversight hinder implementation. The study highlights the need for stricter regulatory enforcement, enhanced inter-agency coordination, and creative content development to maximize media impact. By addressing these barriers, media can serve as a powerful tool in fostering a drug-free society, aligning with BNN's vision for a resilient Indonesia.
